Andrew Milroy is a globally experienced technology analyst, strategist, and advisor with more than 25 years of experience across the United States, Europe, and Asia Pacific. He is the Founder of Veqtor8, an independent technology advisory firm focused on agentic AI governance, AI sovereignty, cybersecurity strategy, and enterprise technology transformation.
Andrew has held senior leadership roles across some of the technology industry's leading research and advisory organisations. He co-founded NelsonHall in the United States, led Frost & Sullivan's technology practice across Asia Pacific, and headed Omdia's consulting business in the region. He currently serves as a lead analyst for Information Services Group (ISG).
Throughout his career, Andrew has advised enterprises, technology providers, and public sector organisations on complex technology decisions, helping senior leaders assess emerging opportunities, manage strategic risk, and translate technology investment into measurable business outcomes.

His current research focuses on agentic AI governance, which he identifies as one of the most significant emerging enterprise risks. He also publishes on AI sovereignty, cybersecurity leadership, AI cost optimisation, platform lock-in, and enterprise AI strategy.
Andrew developed a six-dimensional framework for AI sovereignty that has attracted interest across enterprise and policy communities. He is also an adjunct lecturer in cybersecurity strategy at ESSEC Business School in Singapore.
